To answer your question, you need to use trigonometry.

Is that question worded exactly as it was given to you in the textbook?

Use Tan function to find the angle. (θ represents an angle)
Tanθ = opp/adj
= 4km / 3km
θ = tan^-1(4km/3km)

So the direction would be [N θ E]
