Maximum pressure for a steel pipe

I need to calculate whether a steel pipe above the ground, 1500mm OD and 6mm wall thickness, will fail under a vacuum of 3000 Pa. How would I go about doing this?

Sounds suspiciously like a homework question to me.

This is a pressure vessel. How do calculate stress in a pressure vessel? What assumption can we make from those dimensions given?

But double check your numbers. 3000 Pa is only about 0.44 psi, a trivial pressure for such a pipe.
