According to the observer effect, a particle changes when observed. Is it possible that how it changes is predetermined at its creation? Are there any papers that have explored this?

This regardless of which quantum interpretation one adheres to. There is no "time" for it to be any uncertainty. Time is static in Minkowskis 4-dimensional block-time, a theory based on special relativity.
