why do power supplies like computer power supplies have high voltage caps?

Today's computers use switching power supplies which take a house hold voltage and convert it to high frequency voltage which is then down converted to a lower voltage. But during this process, high voltage may be induced in the high frequency transformer, hence you need high voltage caps.
