In terms of pneumatics or hydraulics does using a flow control valves reduce pressure??

I would assume that reducing flow does not reduce pressure but what if the flow to the piston of a double acting cylinder was reduced to a drip...would you still achieve the same force?? because of the constant pressure would the drip continue to build until full pressure was reached??

Yes, a flow control valve works by restricting the flow in a pipe and thus normally has an associated pressure drop while controlling. A control valve with no pressure drop has no flow through it.
