I think I will be able to solve this problem; my only questions is, can I treat the two disks as one, by summing their rotational inertias together?

Yes. That's correct. I = Ʃmr² where the sum is over all the particles in the system. You can break the sum into two parts, one part for the first disk and the other part for the second disk.
