Has time dilation ever been observed to occur in biological processes (e.g. the rate at which bacteria divides)?

Not that I know of. This would be a great experiment, repeating the Haefele-Keating experiment using bacterial cultures instead of atomic clocks. Most likely, the result will be the same.

The effect may not have been specifically looked for but time dilation affects all physical, and hence all biological processes. So if such an experiment was done to observe such processes it would be expected to show a positive result.
