Whom can i ask about the usage/function of Red Phosphorous in metals and plastics or any polymer?

In some applications, red phosphorus can be used as a flame retardant, especially for plastics.

Why don't you go the college or university library and ask for help there? If anyone did any research, it was published. If it not published, it is proprietary and nobody will tell you details on the public forum.
