Using PC software as a variable DC supply and function generator

I wanted advice I saw that DC supply, function generators, and Digital Oscilloscopes were really expensive and I wanted to know is there some way you can use software to turn your PC into a variable DC supply and/or a Function Generator thanks

You can go to fry’s and find everything you want to make a cheap DC power supply.

I've never used this, but it talks about turning your sound card into a cheap, albeit crappy, function generator.

You can also build an oscope for not a whole lot of money, but this can be a very involved process.
