In this pic metal atom is +vely charged and water molecule has partial negativ charge on central (oxygen) atom which is being pulled (attracted) by metal atom. While other two small atoms are partially negetive (hydrogen atoms) which are being pushed (repelled)away by metal atom (since like charges repell each other and unlike charges attract)
