What particular mechanic or engineer can design/create (using a CAD, new software, etc), a hydraulic car lift to mechanically lift a car? Plus its accessories/machinery/cables in a regular auto repair shop, for the mechanic to work underneath?

What specific expertise is this?

Who can create a software for controlling this machine?

The machine would be designed by a Mechanical Engineer.

The machine does not require software. It is controlled by electrical switches and motors, or by hydraulic valves. Mechanical interlocks are required, without software, because safety is very important.
