Where does the 3.3v to ground capacitor connect in this circuit?

I just need abit of help in interpreting what this diagram is saying.

At the bottom right there is a third capacitor that is connected to 3.3v and ground. I just wanted to know where I connect it to the circuit.

Anywhere you want between the input 3.3V power rail and ground.
Ideally close to the chip but it really doesn't matter, it's just to reduce ripple on the power supply.
