Like in...

l = \int_{t0}^t v dt

instead of just t*v? I think we will never know... It's hardly to determine a point at which one could say "here a concept has been introduced", too.
 
As soon as the words "moving slowly" and "moving quickly" were in the language, we had the concept, so it was probably some cavenman. Thag Jones, perhaps.

What do you mean "variable velocity"? It doesn't take a scientist to know that something can travel at a changing velocity! Consider what you do when you slow down from a run to just a walk :)
 
Newton and Leibniz taught us how to show it mathematically.
