Well, because them's the rules…. But I expect that you are asking why we have that rule.

Mainly because it would open up the door for all the conspiracy theorists, the trisectionists, and the "I know better than Einstein" crackpots. The requirements of a scientific publication or ordinary textbook science keep the discussions serious, and the answers reliable.

However, there is a kind of semantic loophole. You are allowed to ask everything, you just can't combine it with unpublished hypotheses or personal thoughts.
