if such a place exists how would someone reach "outside of time and space"? and what would be there when you arrive?
One should say "observable universe" then. There are many ways to define the word universe, one might mean the observable universe.

or is there some form of higher existence?
"Outside of time and space" refers to a concept that exists beyond the boundaries of our known physical universe. It is often associated with theories of alternate dimensions or parallel universes.
Currently, there is no way for us to physically reach or fully understand what exists outside of time and space. It is a concept that is beyond our current understanding and may never be fully comprehensible to us.
There is no concrete evidence to support the existence of something outside of time and space. It is a theoretical concept that is often explored in philosophy and theoretical physics.
Many theories suggest the possibility of multiple realities existing outside of our own known universe. However, there is no conclusive evidence to support this idea.
Some theories propose that the universe originated from a state outside of time and space, such as the Big Bang theory. However, the exact nature of this state is still unknown and widely debated among scientists.
