If we don't know how the universe began, except that it's completely ridiculous to think that some intentionality was involved, that is not a what it is a why. It's also not science.

like lalbatros said, the Casimir force is strongest when the distance between the two objects is incredibly small - like the micron level. Might be wrong, but I don't think you can measure it even if that distance is just a few feet.

I've thought about this, too. Is there any reason the universe can be pulled out, instead of pushed out?
