Your diagram doesn't match the table.
 
I don't quite understand what's being asked.
 
The angles show the direction each force is acting,ANTICLOCKWISE relative to the positive x-axis ---->
150 N acts at 120 degrees, starting from ---> go anticlockwise 90 degrees,then add 30 degrees = 120 degrees
50 N acts at 250 degrees,not 290 go 180 degrees anticlockwise then add 70 degrees.

P.S THE UNITS ARE ALL WRONG, they should be N not Nm
 
The book claims the answer is that all the magnitudes are the same because "the gravitational force on the penguin is the same". I'm having trouble understanding this. I thought the buoyant force was equal to the weight of the fluid displaced. Weight depends on mass which depends on density. Therefore, due to the differing densities the buoyant force will be different in each case? Is this incorrect?
