Can anyone tell me where I can find a basic T parameter table for RF design. One with the T parameters for shunt impedence in coaxial, series capacitance in coaxial, coaxial of length l etc...

T-parameters are just the matrix inverse of s-parameters. Find the answer for s-parameters and it's just math. Or just use s-parameters like 99% of the universe.
 
They are not the direct inverse of S parameter and you can not combine S parameters by matrix multiplication to describe a more complex system. You can with T parameters, which is why I am looking for them.
