Hello, I would like to know whether universities that ask for a PGRE score would eliminate an application outright if I have not appeared for the exam

Usually.
 
Schools only review complete applications. If they list the PGRE as part of a 'complete application' and you have not submitted a score, you do not have a complete application and therefore it will not be looked at.
