Having been consultant/ trouble-shooter at many places, those definitions hit the nail on the head!

The more of them that applied at any particular company, the sooner they went out of business (a few threw out upper management and lasted a little longer).

Is this borderline genius? Worst case scenario, you double the time for a brute force attack. I could even imagine fine-tuning it with the perfect percentage of 'failed' first attempts to balance best UX and account protection.
