what is meaning of test performing on bulk material & conduction with complete insulator.

It's not quite clear what the question is. Why perform a conduction test on an insulator?

Well, because no insulators are perfect insulators - all conduct to some extent and at some voltage. If you are expecting them to be insulators you need to know when you can't assume that anymore.
