Who ever told you that "an electron cannot be located" ? This is untrue. If you analyse the double slit experiment, you will see that the electron is observed onto the detector. In experimental physics, several techniques allow us to detect electrons.

I suggest you start reading up on the work of JJ Thosmson.

We can locate an electron, we just can't predict - in advance - where it will be.
