It's kind of hard to see, but it does look like a resettable counter. Is the pin at the bottom Reset?

It is labeled with 'R' so I would assume so. I agree that this looks like a resettable counter but couldn't it also be a four line multiplexer? A little bit of context would help.

Enable, Clock and Reset are the only inputs, and there are 4 outputs labeled A B C D. A 42 DEMUX would require 1 logic inputs...

This component is BDC/decade counter almost equivalent with 7490
