Is there any formulae available for designing wheel alignment parameters like camber,caster,steering axis inclination and toe in and toe out.

Nope. It depends on too many variables. Some of them are:

• Are the wheels driven?
• Are the wheels steered without power assist?
• What type and size of tires are being used?
• What type of suspension is used?
• How much compliance is in the suspension?
• Driving style:
  • Emphasis on braking, cornering or high speed?
  • Fuel economy or performance oriented vehicle?
