Why current will not flow in incomplete circuit?

Current will not flow in an incomplete circuit because there is no complete path for electrons to travel. What current wilayah not flow in incomplete circuit?
I have a battery and wire, if I connect one side of the wire to the positive side of battery , why the electron inside the wire(which do not connect to the negative battery side,so that side of wire is in zero voltage) will not drift to the positive side of battery?

I grabbed an under cabinet LED light today at a big box store. Nothing special. 18 inches in length and made to plug several lights together. Here is a pic of the power cord: The drawing on the box led me to believe that it would accept a standard IEC cord which surprised me. But it's a variation of it.
