He has been doing it all day, dragging, spilling, putting his paws into the water. I've tried moving the bowl to another location and changing the water but he still keeps doing this. I've managed getting him to drink a bit of water by holding the bowl myself so he wouldn't drag it across the floor, but once i put it back down he just continues spilling it everywhere.

How do I get him to not spill his water bowl? Should I bring him to the vet?

Or you could take him to the vet. Many of us here in the U.S. learned the distinction between bring and take from the PBS radio show, "Car Talk." In several shows, the Magliozzi brothers, "Click" and "Clack," mentioned that their high school English teacher, I. M. Shirley Wright, drilled into their heads that "bring" implies moving something toward your current position, while "take" implies moving that object to some other position.
 
Have you tried one of those moving water fountains for cats?

Because it's a cat. Cat's are jerks. This is scientifically proven.

Superglue, bolts, or a very heavy bowl.

Yes, annually.
