Interesting point. I would say it does not. Best guess is the CBR has been gravitationally 'twisted' into a preferred directional phase plane. I would also guess the extent of polarization is frequency dependent. This would be fairly easy to test. Take near and distant galaxies along similar lines of sight and check for both a distance and frequency dependent polarization.
