I guess - your brain processes thoughts at a rate determined by the chemical interactions in it. Ie, it takes at least a few hundredths of a second to register a new sensory perception.

But that doesn't have much to do with physics...

The particular usage reminds me of some old science fiction by EE Doc Smith. Which didn't have much if anything to do with physics, either.
