If there was no time before the big bang then how did it happen and how could time be created if there was was nothing to make it?

Time and space are simply the measure of change. Something must change in space dimension before time can be marked off. If nothing ever changes, there is no time. So time starts when things in the universe started to change.

If the universe ever existed in a state where nothing changed, as a primordial atom, for example, then time did not exist then, and we can never know how long it existed in that state.
