I Axis of Evil": Power Asymmetry in the Universe

When cosmologists talk of the "axis of evil" are they referring to the hemispheric power asymmetry or is that considered a different anomaly?

Different. The "axis of evil" is an apparent alignment of the quadrupole and octupole modes with the ecliptic plane.
