What would happen if you were two create something like in the photo.

Lets just say that the magnets on the right are on the axle that's connected with motor. While the other magnets to right are on an axle. Would the magnets on the motor drive the other one?

Yes, in the same way that in a polyphase motor, salient poles on synchronous motor armatures phase-lock with the rotating magnetic field from the stator. Read up on ac motor design.

They could, but for what purpose? You will have various losses in the system. It would be more efficient to gear a motor directly to an axle.

So here is the motional EMF formula. Now I understand the standard Faraday paradox that an axis symmetric field source (like a speaker motor ring magnet) has a magnetic field that is frame invariant under rotation around axis of symmetry. The field is static whether you rotate the magnet or not. So far so good. What puzzles me is this , there is a term average magnetic flux or "azimuthal mean" , this term describes the average magnetic field through the area swept by the rotating Faraday...
