Can there be a charge without a current?

In an LRC circuit is it possible to have a charge without a circuit?

Since a capacitor blocks DC it is conceivable to have a configuration that possesses a previously charged capacitor but no DC path.

Charge? Well only a capacitor can hold charge or 'be charged'
