TL;DR
They have two small whips with loading coils and a box seeming to be something that may receive, amplify and retransmit something, I see no sensing devices and they are not specifically located in proximity to anything: neighborhoods, offices, intersections etc. Anyone have an idea what they are?

Wireless traffic camera transmitter? Looks like coaxial cables plugged into bottom.
See the camera or sensing device mounted on the light boom connected to the box by coax.

Might be part of an outdoor lighting control system. They could be gateways between RF and the local powerline in order to communicate with some number of light poles in the neighborhood. They could include other functions too, like the traffic monitoring suggested by @Klystron :smile:

The dual antennas would likely be for spatial diversity to help with the typical multipath issues in urban communication.

BTW, if you do a search at the city website, you may be able to see if they have installed some new system or are doing a trial with some new technology (like streetlight control). Which city/county did you see these in?
