Not sure whether it helps, but I would try using the method of images to replace the vertical sheet by a mirror image of the horizontal sheet. Since potentials are relative, we can redefine the vertical sheet as potential zero and the horizontal sheet as having a nonzero potential. So the given horizontal sheet and its mirror image have equal and opposite charges.
