Civil/structural engineer, mechanical engineer, electrical engineer - basically an engineer who can deal with the electrical and mechanical systems.

Most operations would hire an architect/engineering firm to design and oversee construction of facility, and the A/E would hire a contractor, who would hire subcontractors specializing in various engineering and technical aspects of a facility.
