How can I create a budget-friendly and weather-resistant garden in Texas?

I am creating a blueprint for my future garden and I have been researching ways to naturally insulate plants for protection from cold and hot weather plus other necessities to create a flowing garden on a budget. If you have some ideas bring 'em on. I am open to a plethora of possibilities.

What is the environment like where you live? I'm assuming this is an outdoor garden right?

In our area of the US, we cover some plants with Plankets (lightweight coverings) to insulate against frost. Cold spells come several times a year mostly in winter where the temp dips below 32 degrees Fahrenheit.

Ok, thanks! Yes it is an outside garden in Texas where our weather is not sure what it's going to do. What about building a make shift green house out of everyday household items, jugs, water bottles, or soda bottles, would that insulate well? I want to try and reuse and repurpose things already around the house.
