okay, i knew that , since the viscosity of the fuid in the second tube is low, it flows easily than the other, but i don't know which exact euation connects visocsity and flow rate. pls help me.

Use Hagen-Poiseulle equation. The problem doesn't tell you which tube has the larger radius, so try the problem both ways and see which one matches the answer.
