In wingless flight packs, is it possible to replace jet / fuel engines with electric motors that fly in a similar way to jetpacks? Can electric motors also produce thrust required to lift a person upwards, enabling them to fly? If so, how would they work?

All an electric motor could do would be to rotate a fan or a propeller. Fan type flying devices exist but they don't work well for human sized loads. That is changing seriously with the advent of drones with multiple small propellers. All-electric airplanes are, I think, on the drawing boards.

You seem to believe it might be possible to have nothing but the motor in place of the jet pack. That would do ZERO to create lift.
