Why so long? What kind of camera is it? Is there a reason you can't use a commercially-available underwater camera housing?
 
This section is to house batteries for the camera and motors. Its part of an ROV that will be going down to 100m.
 
Seeing as you can't do the engineering yourself why not just use pipe and fittings with the appropriate pressure ratings?

You have all the info you need. Call your local pipe supplier, tell the sales engineer you want pipe rated for 15 bar vacuum with X OD and X length, along with a blank cap and a site glass cap. I don't know if they'll be flanged or threaded but he will. If your lucky, he'll price it over the phone andemail you a formal quote within an hour.
