What is Serl effect generator ?

Found a website regarding the Searl effect. Reading through it reminded me of this.

Sounds like it works based on Maxwell's demon.https://en.wikipedia.org/wiki/Maxwell's_demon

According to Wiki all real world ones are driven by light. So if this Serl generator works it is just an amazingly complex solar cell.
