Do you mean electrostatic fields? In that case water reacts very strongly as a dielectric. In fact, for static fields, water has a dielectric constant of between 30 to 90 depending on the temperature. Fields lines outside the water will bend towards the water (indicating charged objects will be attracted), and field lines inside the water will be weakened. You can do a fun demonstration of this. http://www.youtube.com/watch?v=HVLZ8TRNL9g" and rub it on your hair to charge it up. Then hold it near but not touching the stream of water coming out of a regular sink facet and it will attract the water. It also works with a plastic comb that you have charged up by combing your hair.
