i guess in the wigner crystal, the exchange interaction between the electrons can be neglected.

What is your opinion?

Exchange interaction results from pure quantum mechanics process, so I think it can be neglected where classical mechanics can replace QM, such as immersed in the "thermal bath" of environment or considering macroscopic objects. Maybe I blathered...
