Why velocity affects electromagnetic induction?

I understand that electromagnetic induction is determined because of a moving electric charge in a magnetic field, but why is the motion necessary? Why is it that motion causes electromagnetic induction and it isn't possible without motion?

If its not moving, you can have an electric field, but the magnetic field is related to the flow, and this flow needs to be in motion to produce a magnetic field.

The magnetic field can then induce an electric current elsewhere, and so forth.
