Is the Angular momentum conserved at the singularity ?

Since "singularity" does not refer to anything physical but rather to "that place where our math modes give unphysical results and we don't know WHAT the hell is going on", your question has no answer at present. If we ever figure out what IS happening physically at the what is now called the Big Bang Singularity, then your question should have an answer. Don't hold your breath waiting.
