Building Back Wheels for a Lou-vee-Air Car: Solutions to Wobbling Wheels

I am trying to build the back wheels for a Lou-vee-Air Car. I am having a problem -> the wheels wobble too much. I am using paper clips with 90 degree double-L bends. Can anybody pinpoint some suggestions? I am using tape to hold the clips onto the wheel.
