Can an Electronics Engineer Create the Ultimate 40C3 Ebike?

I am an ee and I build my own ebikes. latest build is 40C3 (40 cubed) an ebike that goes 40 mph, weighs 40 lbs and has a range of 40 miles. google 40c3
