This is just horrific and it's been going on as long as I can remember. It just seems that there is no solution that wouldn't require a complete violent takeover of the entire country. You've got Al Qaida in there blocking food deliveries, the so called militia stealing the food and selling it. What do you do when a country has completely fallen apart?

MOGADISHU, Somalia (AP) — A World Food Program handout of corn rations to Somalis trying to survive a famine turned deadly Friday after government troops opened fire, killing at least seven, witnesses said.

Residents of Mogadishu's largest famine refugee camp accused government soldiers of starting the chaos by trying to steal some of the 290 tons of dry rations that aid workers were trying to distribute there. Then refugees joined in the scramble, prompting soldiers to open fire, the witnesses said.

"They fired on us as if we were their enemy," said refugee Abidyo Geddi. "When people started to take the food then the gunfire started and everyone was being shot. We cannot stay here much longer. We don't get much food and the rare food they bring causes death and torture."

I think north Somalia is actually livable. It would be interesting if you could go in and support a mass exodus of "honest" Somalis to the north and defend the line while trying to construct a new country above the line. Below the new country line you let Al-Shabab rot. I'm sure this idea is idiotic though :)

You would think they could (at a minimum) agree to secure farmland?
