Why doesn't charge move back to the low potential inside of the battery,why does it go through the circuit?

It does. It just does it so much more slowly than it moves through the external circuit. The external circuit is the path of least resistance, and the diffusion and redox chemistry within the cell is a path of very high resistance (NOT cell resistance, so nobody even think about asking that question).
