Yes, REGARDLESS OF DIRECTION. Which means that, in order to convert this time difference into a one-way speed, you are (although you apparently haven't realized it--and as I said, neither did Roemer) adopting a synchronization convention (or simultaneity convention) that makes the one-way speed of light the same in all directions.
