User Profile Template: Showing Only the Second One?

There are two user profile templates:

Sometimes first one is displayed, sometimes the other. I don't like the first one, as it is harder to navigate. Is there a way to see only the second one?

I've never seen the first one, are you using different browsers?
 
Never seen the first one either. Maybe a product of the tabs not fitting?
 
Both under Opera, so it can be browser dependent.

First one appears to be displayed more often when the profile of the new user is visited for the first time, profiles of the older users are usually displayed in the second version.
